The event occurred at Blues, Brews, and BBQ, a summer festival in Westland, Michigan, which featured the Westland Fire Department.
Bella, the dog, was sitting on a golf cart provided for the event when she leaped on the floor and lay down on the pedal.
“This caused the cart to lunge forward, and the firefighters reacted quickly to try to steer the cart away from any people and towards the tents that the fire department was occupying,” the department said on Facebook.
“Unfortunately, before the firefighters could bring the cart to a stop and remove the key from the vehicle, it struck a 4-year-old girl and the passenger side front tyre ran over her left leg,” it said.
Another toddler was allegedly ‘knocked down’ by the careening trolley.
According to the fire brigade, despite being “visibly shaken,” the toddler had no bodily injuries.
Her mother declined further treatment when paramedics at the party discovered no injuries.
“Fortunately, the child was back to eating popcorn within minutes of the incident and jumping in the fire department bounce house within 10 minutes of the incident,” the agency noted.
A mother said on Facebook that her four-year-old daughter was also “knocked down” by the errant cart, but that she just sustained a bruise on her arm.
“We are very saddened and apologetic that your daughter was involved in this incident, but glad she is okay,” the Westland Fire Department stated in response to her message.
“If there is anything we can do for you, please don’t hesitate to contact us!”
The fire department also said that the dog Bella is well and will be “back on the cart, just with extra precautions in place!”
